圖書館之友閱覽證及借書證辦理要點 Regulations for the Application of Library Friend Reading Cards and Borrowing Cards

一、 依據圖書館法及本校圖書館入館閱覽及圖書資源借閱及違規處理要點,並使雲林科技大學圖書館(以下簡稱本館)館藏資源充分利用,配合政府推廣終身學習之政策及服務社區民眾,開放校外民眾以於使用者付費之原則,入館閱覽、借書,特訂定本要點。

二、 凡年滿18歲之國民,均可持身分證正反兩面影本1份、2吋近照1張、申請單1份等,於開館時間內親自到本館辦理圖書館之友閱覽證或借書證;或於本館網站進行申辦,並請依網站說明完成繳費,方可辦證。不合乎規定者,本館予以退件。證件有效期間為1年,期滿無違規事項,經雙方同意,可再續辦。

三、 全國高中職生,可持學生證及身分證正反面影本1份、2吋近照1張、申請單1份等,於開館時間內到館申請辦理圖書館之友閱覽證或借書證;或於本館網站進行申辦,並請依網站說明完成繳費,方可辦證。不合乎規定者,本館予以退件。證件有效期間為1年,期滿無違規事項,經雙方同意,可再續辦。

四、 辦理閱覽證者,每年必須繳交年費600元(含續辦),證件有效期間為1年。可於開館時間內入館閱覽、自修。

五、 借書證之辦理:

(一)個人會員:
年費(含工本手續費):持有政府社福單位證明之低收戶、殘障人員及60歲以上人員收500元;學生及龍潭里民收費1000元(請簡附相關證明);一般社會人士2000元。
保證金:辦理圖書館之友借書證需另繳交保證金2000元,期滿無違反規定者,無息退還;違反者,本館得由保證金中扣除。
借期:圖書10冊借期28天、視聽資料5片借期7天。
(二)團體會員:
年費(含工本手續費):每單位團體以5張為限,收費8,000元,另需繳交保證金5000元。期滿無違反規定者,無息退還,違反者,本館得由保證金中扣除。
借期:圖書10冊借期28天、視聽資料5片借期7天。
(三)持有「雲林科技大學之友」會員卡者,得憑卡享有比照個人會員之權益。

六、 借閱人如具雙重身分,自行擇一身分辦理借書,不得重複申領借書證。

七、 外借之圖書逾期,每冊逾期1日需繳交逾期處理費 5元;多媒體視聽資料,每冊(件)每逾1日,需繳處理費新臺幣10元。

八、 圖書館之友所收逾期處理費由學校統籌運用,年費則由本館統籌支付行政助理值班加班費、兼任助理費、本館圖書盤點雜支、自辦卡設備之維修費、耗材費及特殊原因退費等相關之經費,其餘額結轉下年度繼續執行。

九、 閱覽證或借書證,一經辦理不得要求退費,證件限本人使用,不得轉借他人使用,如經發現,本館有權予以沒收,並終止其權利,並不得要求退回年費、工本手續費。

十、 閱覽證或借書證如有遺失請向本館申請掛失及補發,並需酌繳工本手續費300元(含續辦)。在未向本館掛失前,如造成任何損害,當事人應負全責。

十一、 凡到館閱覽、自修、參考及借還書者,請低聲交談,並勿歌唱、朗誦、抽煙、接打手機、攜帶及吃喝飲料食物、亂丟紙屑等,及其他妨害公共秩序各項情事,以確保圖書館之環境衛生與秩序安寧。

十二、 凡入館閱覽或借閱圖書,如有污損、塗抹、圈點、批註、撕破(毀)書刊或報紙等,均應購買與原書相同之新書或報紙賠償,絕版書刊、報紙應按購買時價格10倍賠償。借出時如發現書刊有上述情形時,應即向館員聲明。

十三、 遺失或損毀圖書及視聽資料,均應購買與原書、原資料相同之新書、資料賠償,絕版圖書應按購買時價格10倍賠償;絕版視聽資料應按購買時價格2倍賠償。在賠償前如有逾期,仍須繳交逾期處理費。

十四、 本要點提經圖書委員會議通過,陳請校長核定後實施,修正時亦同。

1. Under the Library Act and the University's Guidelines for Library Access, Book Lending, and Violation Handling, and to ensure full utilization of the library's collections, Yunlin University of Science and Technology Library (hereinafter referred to as "the Library") has established these regulations. These aim to align with the government's lifelong learning promotion policy and serve the local community. Therefore, the Library allows members of the public to access and borrow materials under a user-pays principle.

2. Any ROC national aged 18 or older may apply for a "Friend of the Library" Reading or Borrowing Card by presenting: one copy of both sides of their ID card, a recent 2-inch photo, and a completed application form. Applications must be submitted in person during library hours or via the Library website with online payment as instructed. Applications that do not meet the requirements will be rejected. The card is valid for one year and may be renewed upon mutual agreement, provided there are no violations.

3. High school and vocational school students nationwide may apply for a Reading or Borrowing Card with a student ID, one copy of both sides of their ID card, a 2-inch photo, and an application form. The same in-person and online application procedures apply. Cards are valid for one year and may be renewed if no violations are present.

4. For Reading Cards, an annual fee of NT$600 is required (including renewals). The card grants access to the library and study spaces during open hours.

5. Borrowing Card Application:

  • Individual Membership:

    • Annual Fee (incl. processing fee):

      • NT$500 for recipients of government-issued low-income or disability certificates and seniors aged 60 and above.

      • NT$1,000 for students and residents of Longtan Village (with supporting documents).

      • NT$2,000 for general public users.

    • Security Deposit: A NT$2,000 deposit is required. It is refundable without interest if no violations occur. In case of violations, the Library may deduct from the deposit.

    • Borrowing Limits: Up to 10 books for 28 days; up to 5 audiovisual items for 7 days.

  • Group Membership:

    • Annual Fee (incl. processing fee): NT$8,000 per organization, limited to 5 cards. A NT$5,000 deposit is required. The same rules for refunds and penalties apply.

    • Borrowing Limits: Same as individual members.

    • Holders of a "Friend of YunTech" membership card are entitled to the same privileges as individual members.

6. ​Applicants with multiple qualifying statuses may only apply under one status and are not permitted to hold multiple Borrowing Cards.

7. Late returns incur the following penalties:

  • Books: NT$5 per item per day.

  • Audiovisual materials: NT$10 per item per day.

8. Overdue fines collected from "Friends of the Library" are managed by the University. Membership fees are used by the Library to fund: part-time assistant overtime pay, inventory expenses, library card equipment maintenance, supplies, and special refunds. Any remaining funds will be carried over to the next fiscal year.

9. Once issued, Reading or Borrowing Cards are non-refundable. Cards are non-transferable and for personal use only. Violations may result in the card being confiscated, privileges revoked, and no refunds of membership or processing fees.

10. In case of card loss, users must report to the Library and apply for a replacement by paying a NT$300 processing fee (including renewal). The cardholder is fully liable for any damage caused before the report of loss.

11. Users must observe appropriate behavior in the library, including speaking softly and avoiding singing, reciting, smoking, phone use, consuming food or drinks, or littering. Actions disrupting public order or cleanliness are strictly prohibited.

12. Users who damage or deface books (e.g., through marking, annotating, or tearing) must replace them with identical copies. Out-of-print items must be compensated at 10 times the original purchase price. If such damage is discovered upon borrowing, users must report it to staff immediately.

13. Lost or damaged books or audiovisual materials must be replaced with identical items. Out-of-print books require compensation at 10 times the original price; out-of-print audiovisual materials at 2 times the original price. Overdue fines still apply until compensation is completed.

14. These guidelines shall be implemented upon approval by the Library Committee and final authorization by the University President. Any amendments will follow the same process.
