Does it infringe the copyright, to photocopy the special column material in the newspaper at the library?

Following the regulation of the Copyright Act, for personal or family non-profit purposes and in fair use, allows to reproduction of published works by the library and non-public machines.

If the special column material is literary work from a national or foreigner and is protected by the Copyright Act, photocopying the material is the action of reproducing the work with copyright. Reproduction rights are exclusive belongs to the author. To the culture center library and use the machine to photocopy the special column material with copyright for self or family non-profit use is a fair use, do not infringe the copyright. If not use the culture center library’s machine but another unit’s public machine to photocopy the special column material with copyright and without fair compliance reason or the photocopy is not for self or family non-profit use, and do not obtain the agreement of copyright owner, will bear the problem of infringing the copyright.
