一、本校圖書館(以下簡稱本館)蒐藏圖書資源,主要供本校教職員工生借閱參考;並秉持資源共享之理念,不影響本校師生權益之前提下,適度對外開放圖書資料之借閱,特訂定本要點。
二、 本要點服務對象如下

三、 本館開放時間與借還書時間由圖書資訊處主管會議決議後公告實施。
四、 各身分讀者借閱冊數及借期
(一)講(客)座教授、專任教職員工及研究生:
1. 一般圖書:借書冊數30冊,借期42日,預約冊數10冊。
2. 繪本典藏區圖書:中、英文合計15冊,借期14日。
(二)兼任教師、大學部學生、退休教職員工、教學單位辦理之推廣教育班師生、各單位奉准之專案計畫助理人員:
1. 一般圖書:借書冊數15冊,借期21日,預約冊數5冊。
2. 繪本典藏區圖書:中、英文合計15冊,借期14日。
(三)畢業校友、教職員工眷屬、駐校藝術家、圖書館之友借書證會員、雲科大之友、本館館際互借單位、本校簽訂「教育實習合作契約書」之機構、高中職聯盟借書證、特約單位:
1. 一般圖書:借書冊數10冊,借期28日,預約冊數5冊
2. 繪本典藏區圖書:中、英文合計15冊,借期14日。
五、 借閱方式
(一)讀者借、還書時,應於一樓流通櫃檯現場確認始得離開;若未現場確認或放置於櫃檯後即離開,發生逾期未還情事,應由原持證人負其全責。
(二)一般圖書、期刊、教授指定參考書、館際合作卡等借閱方式規定如下:
1. 一般圖書資料:圖書借閱期滿,如無人預約,得續借 3 次。續借手續請於借閱期滿前 2 日內可自行於網路上辦理。
2. 繪本典藏區圖書:圖書借閱期滿,不得續借。
3. 本館館藏凡善本、輿圖、參考工具書、報紙、特種資料及官書資料等,均限館內閱覽概不外借。
4. 期刊:本校教職員工生可於每日閉館前 30 分鐘向一樓流通櫃檯辦理,教職員工及研究生限借 5 冊,大學部學生每人限借 2 冊, 並應須於隔日開館 2 小時內至一樓流通櫃檯辦理歸還。
5. 教授指定參考書:本校學生可於閉館前 30 分鐘向一樓流通櫃檯辦理,每人限借 2 冊,並應須於隔日開館 2 小時內歸還,逾期罰則與期刊相同。
6. 館際合作卡:本校教職員工生可至一樓流通櫃檯辦理, 每人最多限借 3 張,借期與借書期限相同。
六、 預約:欲借之圖書如已借出,可自行在公用目錄查詢或網路上辦理預約,在接獲准借通知 2 日內,應到館辦理借書手續,逾期不予保留。預約身分除兼任教師、高中職聯盟借書證、教育推廣班師生、館際合作單位、教育實習合作機構、駐校藝術家等無法預約外,其餘可預約。
七、 委託:本校讀者應憑證親自辦理借書手續,若專任教師需委託他人辦理借書,須填具借書手續委託書,註明委託人、被委託人、委託代借圖書書名,並檢附委託人之借書證及被委託人之身分證件,方得辦理,對證件不齊之委託借書案,本館得予拒絕。
八、 借出圖書如欲整理清點時,本館得隨時通知收回,清點時間另行公告。
九、 還書:教職員工離職時,應將所借圖書歸還,否則不予辦理離職手續。學生畢業、轉學、休學、停學或退學時,應於離校前,歸還所借圖書,否則不予辦理離校手續。其他本校各類讀者應於借書證到期歸還所借圖書及逾期處理費,否則由保證金扣除。
十、 違規處理
(一)換取「臨時閱覽證」入館者,離館時應歸還「臨時閱覽證」並取回證件,若遺失、毀損該證,須繳交工本費新臺幣300元,始得換回原證,未換回之證件,本館不負保管之責;逾期歸還「臨時閱覽證」者,實施罰則如下:

(二)穿著施鞋入館(拖鞋定義:腳後跟無繫帶或無包覆)、在館內食用飲料、食物(含攜帶食物入館)、抽菸、打電動、污損館舍環境、咆哮影響安寧、持他人證件或冒用他人證件入館(教職員工眷屬持用教職員工本人證件除外)、預佔座位超過六十分鐘(私人物品本館不負保管之責)和藏書等行為,列入違規,本館得請該讀者立即離館;証件如係借用或冒用,本館除保留證件並通知證件原持有人領回並列入違規,實施罰則如下:
1. 持本館閱覽證及臨時閱覽證之校外讀者:

第一次違規者,可於二個月內擔任本館志工服務 20 小時抵免之。
(三)討論室喧嘩,私自移動及架設各項設備,攜入本館期刊、參考書、報紙及未經辦理借書手續等之一般圖書,污損討論室空間,預約未辦理借用者, 超時借用者,不滿3人使用者,未繳回鑰匙者,實施罰則如下:

(四)討論室鑰匙不得複製,違者須全額負擔換鎖費用,必要時本館得會同相關單位處理,並停止使用圖書館資源之權限 1年。
十一、 全國嚴重特殊傳染性肺炎疫情期間,不配合防疫措施者,建議懲處程度如下:
(一)學生不配合配戴口罩時,依據本校學生獎懲辦法第8條第2款「在公共場所、上課或團體活動擾亂秩序或不遵守相關空間規定者」、第9條第7款「因過失行為 致生公共危險者」、第12條第3款「其他相當情形違反公共安全衛生者」送學務處議處。懲處額度:
1. 第一次不配合之學生應記申誡一支。
2. 第二次不配合之學生應記申誡二支。
3. 第三次不配合之學生應記小過兩支,並予以停止入館。
(二)教師不配合時,通報教務處,建議酌予扣減評鑑點數。
(三)職員工不配合時,通報人事室或總務處,並送各相關獎懲委員會議處。
(四)校外人士不配合時,疫情期間暫停入館。
十二、 圖書資料逾期歸還:
(一)一般圖書資料:每冊(件)每逾1日,需繳處理費新臺幣5元及停止借書,逾期罰款上限為每冊新臺幣2000元。
(二)期刊:本校教職員工生可於每日閉館前30分鐘向一樓流通櫃檯辦理外借期刊,教職員工及研究生限借 5 冊,大學部學生每人限借2冊,並應須於隔日開館2小時(遇休館日則順延)至借書櫃檯辦理歸還,逾期歸還每冊每小時處罰新臺幣5元,未滿1小時以1小時計算,每逾期1日,處罰新臺幣120元,逾期罰款上限為每冊新臺幣1200元。
(三)教授指定參考書:本校學生可於閉館前30分鐘向一樓流通櫃檯辦理外借教師指定參考書,每人限借2冊,並應於隔日開館2小時內歸還,逾期罰則與期刊相同,逾期罰款上限為每冊新臺幣1200元。
(四)館際合作卡:本校教職員工生可至一樓流通櫃檯辦理館際合作卡,每人限借3張,借期與借書期限相同,逾期歸還者每張每日罰款新臺幣5元,逾期罰款上限為每冊新臺幣2000元。
十三、 以上處分,得由圖書委員會指定三人成立「讀者申訴處理委員會」,處理相關申訴事宜。
十四、 以上處分,如以價金計算者,得以志工服務抵免之,抵免計算方式一律依本校當期大學部工讀生時薪金額計算,抵免罰款需為新臺幣 400 元以上,方可提供志工服務抵免。
十五、 凡入館閱覽或借閱圖書,如經館方認定有污損、塗抹、圈點、批註、撕破(毀)書刊或報紙等,均應購買與原書相同之新書或報紙賠償,絕版書刊、報紙應按購買時價格 10 倍賠償,並報請議處。借出時如發現書刊有上述情形時,應即向館員聲明。
十六、 遺失圖書,均應購買與原書相同之新書或該書 之最新版本賠償,絕版圖書按該書定價5倍賠償或檢附絕版書相關證明,方能賠償由本館認可之圖書賠償;遺失圖書未向本館辦理報失前,如有逾期,仍須繳納逾期 處理費,自申報遺失日起國內出版品30日、國外出版品90日內,未如期自行購買賠償者,亦須繳納逾期處理費。
十七、 遺失外借期刊,應賠償與原期刊相同之新期刊,絕版期刊應按購買時價錢10倍賠償;如經自行購買歸還者,自申報遺失日起30日內須歸還,否則仍依前述規定賠償。
十八、 遺失借書證應向本館報備,以維護個人權益;本校教職員工生向校方重新申請辦理,其他本校各類讀者繳交新臺幣300元工本費向本館申請補發手續。
十九、 如有偷竊書刊情事,移送學校有關單位或警察局派出所議處。
二十、 其他未盡事宜,非本校教職員工生本館得視違規之情節輕重使其簽具切結書,簽請館長權衡作必要之處理,或送原服務單位或送警處理。
二十一、 本要點經圖書委員會議通過,陳請校長核定後實施,修正時亦同。

The University Library (hereinafter referred to as "the Library") primarily provides its collection to faculty, staff, and students of the University for borrowing and reference. In alignment with the principle of resource sharing, the Library allows limited borrowing by external users, provided it does not compromise the rights of University members. These guidelines are hereby established accordingly.

Eligible Users
(1) Professors and guest lecturers, full-time faculty and staff
(2) Graduate and undergraduate students
(3) Others:
A. Part-time faculty
B. Retired faculty and staff
C. Alumni
D. Family members of faculty and staff
E. Friends of the Library
F. Friends of YunTech
G. Students and faculty of continuing education programs offered by academic units
H. Project assistants approved by relevant units
I. Users from institutions with interlibrary loan agreements with the Library
J. Institutions with which the University has signed "Education Internship Cooperation Agreements"
K. Holders of high school and vocational school library consortium cards
L. Contracted partner institutions
M. Artists-in-residence on campus -
Opening hours and borrowing/returning times of the Library shall be announced following decisions made at Library Information Division supervisor meetings.

Borrowing Privileges by User Type
(1) Professors and guest lecturers, full-time faculty and staff, and graduate students:
A. General books: Up to 30 items, borrowing period 42 days, reservation limit 10 items
B. Picture book collection: Up to 15 items in total (Chinese and English combined), borrowing period 14 days
(2) Part-time faculty, undergraduate students, retired faculty and staff, participants of continuing education programs, and approved project assistants:
A. General books: Up to 15 items, borrowing period 21 days, reservation limit 5 items
B. Picture book collection: Up to 15 items in total (Chinese and English combined), borrowing period 14 days
(3) Alumni, family members of faculty and staff, artists-in-residence, members with Library Friend Cards, Friends of YunTech, interlibrary loan users, internship partner institutions, high school consortium cardholders, and contracted partners:
A. General books: Up to 10 items, borrowing period 28 days, reservation limit 5 items
B. Picture book collection: Up to 15 items in total (Chinese and English combined), borrowing period 14 days -
Borrowing Procedures
(1) Users must confirm all transactions in person at the first-floor circulation desk when borrowing or returning books. If items are left unattended at the desk or taken without confirmation, the cardholder bears full responsibility for any overdue items.
(2) Regulations for borrowing general books, journals, professor-designated reference books, and interlibrary cooperation cards are as follows:
A. General books: May be renewed up to 3 times if not reserved by others. Renewals must be made online within 2 days before the due date.
B. Picture books: Not eligible for renewal.
C. Rare books, maps, reference tools, newspapers, special materials, and government publications are for in-library use only.
D. Journals: Faculty, staff, and students may borrow journals 30 minutes before closing. Faculty/staff and graduate students may borrow up to 5 journals; undergraduate students may borrow up to 2. All must be returned within 2 hours after opening the next day.
E. Professor-designated reference books: Students may borrow up to 2 items 30 minutes before closing and must return them within 2 hours after reopening the following day. Overdue penalties are the same as for journals.
F. Interlibrary cooperation cards: Faculty, staff, and students may apply at the first-floor circulation desk. Each user may borrow up to 3 cards. The borrowing period is the same as for books. -
Reservations
Users may reserve items currently checked out via the Library's online catalog. Once notified, they must check out the item within 2 days. Items will not be held beyond this period. The following user types are not eligible for reservations: part-time faculty, high school consortium cardholders, continuing education program members, interlibrary loan institutions, internship partner institutions, and artists-in-residence. All other user types may place reservations. -
Authorized Borrowing
Faculty members who cannot borrow books in person may authorize another person to borrow on their behalf by submitting a completed authorization form. The form must include the names of both parties and the titles of the requested items. Both the faculty member's library card and the representative’s ID must be presented. Incomplete documentation will result in denial of service. -
The Library may request the return of borrowed materials at any time for inventory or reorganization purposes. Notification and timing will be announced separately.

Book Returns
(1) Faculty and staff must return all borrowed materials prior to leaving their position; otherwise, resignation procedures will not be processed.
(2) Students must return all borrowed materials before graduation, transfer, withdrawal, suspension, or dismissal. Failure to do so will prevent completion of withdrawal procedures.
(3) Other users must return borrowed items and pay any overdue fees before their library card expires. Fees will be deducted from deposits if applicable. -
Violation Penalties
(1) Temporary Access Cards
A. Users must return the temporary access card and reclaim their ID upon exit. A replacement fee of NT$300 will be charged for lost or damaged cards.
B. Users failing to return the card on time will face penalties:

(2) Library Conduct Violations
The following behaviors are prohibited: wearing inappropriate footwear (i.e., backless or open-heel slippers), consuming food or beverages, smoking, gaming, damaging facilities, disruptive behavior, using or borrowing another's ID (except family members of faculty/staff), seat reservation for more than 60 minutes, and hoarding books.
Offenders may be asked to leave immediately. Borrowed or misused IDs will be confiscated, and the rightful owner will be notified. Penalties apply as follows:

11. During the COVID-19 pandemic, recommended disciplinary actions for individuals who fail to comply with epidemic prevention measures are as follows:
(1) Students who refuse to wear a mask shall be referred to the Office of Student Affairs for disciplinary action pursuant to the following regulations of the Student Rewards and Penalties Guidelines:
A. Article 8, Item 2: "Disrupting order or violating space-related rules in public places, during classes, or in group activities."
B. Article 9, Item 7: "Negligent acts resulting in public danger."
C. Article 12, Item 3: "Other comparable acts endangering public safety or hygiene."
Disciplinary recommendations:
a. First offense: One demerit.
b. Second offense: Two demerits.
c. Third offense: Two minor demerits and suspension of access to the library.
(2) For non-compliant faculty members, the matter shall be reported to the Office of Academic Affairs, and a deduction of evaluation points is recommended.
(3) For non-compliant staff, the matter shall be reported to the Personnel Office or General Affairs Office and referred to the relevant reward and penalty committee.
(4) For non-affiliated individuals, library access shall be suspended during the pandemic.
12. Overdue Return of Library Materials:
(1) General books: A processing fee of NT$5 per item per overdue day will be charged, and borrowing privileges will be suspended. The maximum fine per item is NT$2,000.
(2) Journals: Faculty, staff, and students may borrow journals from the first-floor circulation desk within 30 minutes before closing. Faculty, staff, and graduate students may borrow up to 5 items; undergraduate students may borrow up to 2 items. Journals must be returned within two hours of the next opening day (postponed if the next day is a holiday).
Late return will incur a fine of NT$5 per hour per item (rounding up to the next hour). A fine of NT$120 per day applies for overdue items. The maximum fine per item is NT$1,200.
(3) Instructor-Reserved Books: Students may borrow up to 2 items from the instructor-reserved collection within 30 minutes before closing and must return them within two hours of the next opening day. Fines are the same as those for journals. The maximum fine per item is NT$1,200.
(4) Interlibrary Cooperation Cards: Faculty, staff, and students may apply for up to 3 interlibrary cooperation cards from the first-floor circulation desk. The loan period matches that of general borrowing. A late return will incur a fine of NT$5 per card per day. The maximum fine per item is NT$2,000.
13. A "Reader Appeal Committee" consisting of three members may be formed by the Library Committee to handle appeals regarding the aforementioned penalties.
14. Penalties assessed as monetary fines may be offset through volunteer service. The conversion rate shall follow the hourly wage of current undergraduate work-study students. Only fines exceeding NT$400 may be offset in this manner.
15. Any library material found to be defaced, marked, underlined, annotated, torn, or otherwise damaged, as determined by the library, must be replaced with a new copy of the same edition. Out-of-print materials must be compensated at ten times the original purchase price and reported for further review. If such damage is noticed at the time of borrowing, it must be reported to the library staff immediately.
16. Lost books must be replaced with a new copy of the same edition or the most recent version. If the book is out of print, compensation shall be five times the original price, or accompanied by documentation proving it is out of print, subject to library approval.
Late returns before reporting the item as lost are still subject to overdue processing fees. For domestic publications, replacement must be completed within 30 days from the date of the loss report; for international publications, within 90 days. Otherwise, overdue fees will continue to accrue.
17. Lost journals must be replaced with new copies of the same edition. Out-of-print journals must be compensated at ten times the original purchase price. If the lost journal is repurchased by the borrower, it must be returned within 30 days from the loss report date; otherwise, the compensation rules mentioned above will apply.
18. If a library card is lost, it must be reported to the library to protect the user's rights. Faculty, staff, and students should apply for a new card through the university. Other library users must pay a replacement fee of NT$300 to the library.
19. Incidents involving the theft of library materials will be referred to the university authorities or the local police station for appropriate action.
20. For other unspecified violations by individuals who are not university faculty, staff, or students, the library may assess the severity of the situation and require the violator to sign a statement of undertaking. The matter shall then be referred to the Library Director for further action or to the person's affiliated institution or the police.
21. These Guidelines were approved by the Library Committee and implemented upon the President’s authorization. Any amendments shall follow the same procedure.
